It might also be possible, that the lower ranking soldiers, like Privates, are conscripts and the higher ranking soldiers (who need to have higher morale), like Elites or Colones are volunteers. This means that some people are conscripted. However in the missions Wanay Extraction, Qacha Breakout and Infierno Escape, Rico has to save civilians from training bases, so it is obvious that some of these civilians did not join the Black Hand willingly.
